Dr. Heba Hafez

CHAIRMAN

Dr. Heba Hafez is the Founder and CEO of Surge Marketing and Consulting. She attained her Ph.D. from the University of Calgary in Canada in Communication and Culture. She also attained her bachelor and master’s degrees from the American University in Cairo (AUC). As SURGE CEO she is leading DELL Empower Abilities Program for inclusion in employment. With a professional work experience spanning over three decades in Egypt and Canada, Dr. Hafez has cultivated extensive expertise in International Development with USAID and UN, Youth and Women Empowerment, Decentralization, Media and Communications, Marketing, Fundraising, Education and Educational Technology, Governance., Grants Management Monitoring and Evaluation, and Persons with Disabilities. Dr. Hafez held key positions in the Middle East and Africa. Dr. Hafez also taught at the University of Calgary in Canada, American University in Cairo, British University in Egypt, and Cairo University. She has also demonstrated her expertise in education and training at the USAID project over 23 governorates and over 15 Ministers. Dr. Hafez is the first Executive Director and founder of the first charity investment fund in Egypt, Ataa Charitable Investment Fund for Persons with Disabilities. The fund was initiated by the Egyptian President, Abdel Fattah El Sisi. Also Dr. Hafez worked on the Vista Scientific Conference 2030 by the International Paralympic Committee, and is a Board Advisor for Wayana International Foundation for Persons with Disabilities and Board Advisor for The 360 American Canadian Mental Health Clinics in Egypt. Earlier, Dr. Hafez was also employed by the Egyptian Ministerial Cabinet as one of the founders of the President Fund, Tahya Misr where she was the owner of the Hepatitis C Awareness Program in partnership with World Health Organization, Ministry of Higher Education, Ministry of Health, and Ain Shams University. The Hepatitis C Awareness Training of Trainers Program was initiated in 2016 and led to spreading of health awareness across Egypt at hospitals, schools, universities, public libraries, non-governmental organizations and public and private sector organizations. Also the program gained attention where Ministry of Health built on its inception phase increasing its reach via online and offline media campaigns. Fortunately this program accompanied treatment campaign for combating Hepatitis C in Egypt marking an unprecedented experience in combating the disease. Throughout her career, Dr. Hafez has worked with top, middle, and local governmental officials including Ministers, Governors, and local officials. Her experience in development expanded to cover the 26 governorates of Egypt. Shifting her career to field of Climate Change, Dr. Hafez was the only Egyptian expert employed by the UN High-Level Climate Change Champions (UNFCCC) for COP26 supporting the British High Level Climate Change Champion, Nigel Topping, and COP27 High Level Climate Change Champion, Dr. Mahmoud Mohieldin. As the COPs Communications Manager for Middle East and Africa, Dr. Hafez succeeded to involve non-state actors in the climate change and facilitated online engagement via UN High Level Climate Change Champion website and social media and advanced media coverage for over 4500 mainstream media coverages during the 18 days of COP27. Dr. Hafez is also certified from Taylor and Francis Institute for Teaching and Learning and she has led hundreds of trainings for USAID funded projects, Center for International Private Enterprise (CIPE) Affiliate of the American Chamber of Commerce. One of the strong capacities that Dr. Hafez has developed over her academic and higher education journeys is exceptional partnership skills with prominent organizations including EU, WHO, UNIDO, UN HABITAT, WORLD BANK, AMAZON, DELL TECHNOLOGIES EGYPT, UBER EGYPT, USAID, AMERICAN CHAMBER OF COMMERCE, AMERICAN UNIVERSITY IN CAIRO, ROTARY INTERNATIONAL, GENERAL DYNAMICS, MICROSOFT, OECD, URBAN INSTITUTE, VODAFONE, PEPSI, COCA COLA, EBRD, UNDP, EMPOWER DIGITAL MEDIA UK, BRUNSWICK MEDIA UK, CIPE USA, 10 EGYPTIAN MINISTERS, 20 GOVERNORS, AND ARAB LEAGUE.
